Department 6 has five sections. The Legal Section (61) is the University of Hamburg's central legal affairs office. Section 62 deals with tendering and is responsible for general administrative duties and the registrar's office. Section 63 comprises organization and personnel development. Section 64 is responsible for the employment and supervision of civil servants and other University employees. Finally, Section 65 oversees all personnel affairs for employees financed by third-party funding, from job evaluation to tendering to processing.

Department 6 is supplemented by the staff unit "University in the City/in the District," which is primarily responsible for documenting and presenting the University's building development as well as for local queries related to district integration.
