Since summer semester 2007, the academic funding law (HmbgVBI No. 32, p. 376) has required all students to pay tuition fees, as well as the semester fee, to help finance their own studies.
Starting in winter semester 2008/2009, the general tuition fee of 500 euros was reduced to 375 euros per semester. Fees for part-time study are half of the general tuition fee or 187.50 euros.
Students must pay fees as a rule if they matriculate in an established academic program. Exceptions are:
The new fee legislation has introduced a so-called extension model. Students can choose whether or not to pay immediately or at a later. Generally, the extension is permitted for the duration of the standard period of study for a given academic program plus two semesters. In cases in which a student has a right to the fee extension, periods of study at a German state university or comparable state institution are taken into account.
The fee notice will inform you whether or not you can claim a fee extension as well as the number of semesters the extension is valid. You will also receive an extension declaration whereby you can accept the extension granted. If you accept the extension by submitting the declaration, the fee obligation will be transferred to the Hamburg housing loans office. The fee obligation remains interest-free throughout the extension period.

Foreign students who have not yet completed their 45th year and who do not have a fee extension grant in accordance with § 6c can be granted an extension by the university according to a specific regulation. You can find an application for this at your STiNE account.

You can claim a fee exemption in two cases: you are caring for a child or have a disability or chronic illness which significantly and adversely affects your studies.

The fee notifice can be found in your STiNE account at the end of February or beginning of March (for summer semesters) or the end of August/beginning of September (for winter semesters). Just follow the path: Studium > Studiumsverwaltung > Dokumente.
Your tuition fees are due when you matriculate or re-register.

Unnamed or incomplete payments or transfers to other accounts cannot be taken into consideration and constitute late payment following the deadline. In this case, the university can take steps towards exmatriculation.
The fee notice is issued on the basis of facts known to the university. If you have an objection, you can either object to the fee notice directly or provide information attesting to your legal right to a fee exemption (e.g. academic leave).
The tuition fee does not have to be paid until a decision about the objection has been made. An unsuccessful objection results, however, in a fee of 40 euros. This regulation has been valid since the implementation of general tuition fees in summer semester 2007.
If you want to claim exemption (to raise a child or because you are disabled) you do not need to submit an objection! You simply have to submit an application within a month of receiving your fee notice. If application procedures have been followed accordingly, you do not have to pay your tuition fee while a decision about your application is pending.
Fee exemption claims are also based on facts known to the university. If the requirements for exemption in accordance with § 6 c of the Hamburg Higher Education Law have not been fulfilled but you are a family member a European Union national or an EEC national, please submit supporting documents (e.g. a marriage license). Your exemption claim will be reviewed.
Please do not confuse the application for a fee exemption (or waiver) in accordance with the state budget regulation which you send to Universität Hamburg using the applications provided in STiNE with the application for a fee exemption in accordance with § 6c of the Hamburg Higher Education law (extened tuition fee) in connection with the housing loans office (WK). If you are exempt due to an extension, you will receive an exemption declaration with your tuition fee notice which, if you accept it, must be submitted to Service for Students. No special tuition fee application is required.
